Farm Aid Act

An Act to implement a system of to give Famers insurance.

WHEREAS Famers are lossing there land due to low profit on goods and there lands need to be protected.

and WHEREASthe Federal and Provincial governments have agreed a system that will improve the availability of Funds to help farmers during this economic downturn is of the highst proaty.

NOW THEREFORE, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows

Short Title

This act may be cited as the Farm Aid Act.

Definitions

“Transfer” means a cash contribution in respect of the transfer of funds from the federal government to the provinces under the provisions of this Act.

‘Fiscal Year’ means the Government of Canada fiscal year.

“Fund” means the Farm Insurance Fund

“Insured Farm Land services” means any land that is used to produse corn, weat, soy beans, beans and other Foods.

“Insured person” means, in relation to a province, a resident of the province other than
(a) a member of the Canadian Forces,
(b) a member of the Royal Canadian Mounted Police who is appointed to a rank therein,
(c) a person serving a term of imprisonment in a penitentiary, or
(d) a resident of the province who has not completed such minimum period of residence or waiting period, not exceeding three months, as may be required by the province for eligibility for or entitlement to insured health services;

Farmer” means a person lawfully entitled to plant,grow and propare foods for general consumpstion;

“Province” means any province that has enacted legislation to meet the terms of this Act, and opted into the program;

Minister’ means the Minister of Agraculcher.

Provisions
1. The Government of Canada will set aside $6.5 Millon Every year for provinces to use for this act.

2. The PRovinces as Agreed will distrubt the money to persons that fix the critra under this act.

2a. to aply for this act you must have owned, oprated and sold from foods in the last year (2007)
2b. you must be at lest $15,000 in Debt.
2c. and you must show that all money given will be spent on farm related items.

Enactment

3.To be enacted six months after Royal Assent.

I would like to say that this bill will be good for Quebec's farmers and wish to extend our parties support for this legislation.

Mr. Speaker,
We would like to make an amendment to section 2b. you must be at lest $100,000 in Debt.
and we would like to see the amounts of money the government plans to use for this. ?

Mr. Speaker,
We thank the member for his amiendment but we will not accept it the point of this bill is to help the middel class and rasing the debit level will not work.

As for the money Mr. Speaker, there is a fiscual update coming up soon and the prices will be in there.

This is not Acceptable and we have a right to know how much it will cost before we vote on it so i ask again How much will
this cost ?

Section 21 of the Fiscal Update says that this bill will cost $21,000,000.00
